About Roxanne Eflin, MA, GPC, CITM

Roxanne is a passionate grants professional, consultant and writer. She is a GPC (Grant Professionals Certified) and a Grant Professionals Association Approved Trainer. She has researched, written, secured and managed hundreds of grants over her 38-year career with nonprofit organizations and municipalities. Roxanne serves on the board of the Grants Professionals Association Colorado Chapter as Programs Committee Chair. She has served as a Colorado State Historical Fund grants reviewer for many years. 

Roxanne held the position of Senior Manager of Grants and Innovation at Silver Key Senior Services in Colorado Springs from 2018-2023, where she worked with leadership to develop the organization’s strategy around grants and innovative funding opportunities. While there, she researched, wrote, acknowledged and provided compliance for a wide variety of government, private foundation and corporate grants. She was integral in manager cohort training and development for the organization. Roxanne served as the Program Director for the Veterans Companionship three-year National Pilot program for Silver Key, in partnership with AmeriCorps Seniors. 

Historic preservation is also her life’s work. Roxanne’s storied career in historic preservation spans decades. She is Past-President of the Historic Preservation Alliance of Colorado Springs and co-authored the City's Historic Preservation Master Plan. She has held leadership positions with numerous national, state, regional and local organizations and boards, including Maine Preservation, the Maine Development Foundation/Maine Downtown Center and Colorado Preservation, Inc. Roxanne has been honored for her advocacy work in the field of historic preservation and the National Main Street program for downtown revitalization. She also served a few years as a trainer with the National Alliance of Preservation Commissions. Her work in cultural tourism led to her becoming a Certified International Tour Manager (CITM), leading inbound international tours of New England’s most treasured historic and scenic sites. 

Based in Colorado Springs, Roxanne is a published author, poet, and graduate of Leadership Maine. She holds a BA in Public Administration and a MA in Urban Planning/Historic Preservation. She is a leader and organizer, writer and editor, public speaker and trainer – and is at home in both the high Rockies and Maine coast.
